Most all registrars do, but it's not automatic for some TLDs, in particular .com and .net ... it's up to the receiving registrar to decide whether to add the extra years on or not.

Registry and Registrar expiry dates in the .com and .net TLDs are two separate things and thus can diverge substantially.

With all that said, if you're dealing with one of the better known registrars that has a decent reputation, the extra years should transfer over fine.
