Of course, poor black americans in new orleans barely contribute to the economy. Payroll nationally only fell by 35,000 in September after Katrina. What that data shows is that out of the population of 1.2 million in new orleans only 35,000 were able and willing to work but couldn't find work. The rest were unable and unwilling so they were not included in the unemployment number.
