Most of the content providers here (me included) are happy doing exclusive for you. Unseen mentioned shared exclusive but I find organising that is hard if you want to give it to affiliates to use as the others will be worried about saturation.
Another option to reduce the costs would be to buy custom content with a license to let you give it to affiliates, but see if the provider wants to retain resale rights as well, they may be interested as they could use the content in compilations, cheaper sets etc.

Jayson, thanks for the idea...ok im looking for custom content that would allow affiliates to use to promote a site. The content provider will also allow to resale the rights as well...any takers please hit me up on icq.
