So perhaps you need to look at it from a diffrent angle and perhaps set up a "network" of tgps in which experienced "partners" give each other preferential treatment and use the bulk weight of their traffic to get good CPM deals on ad spots.

Basically you use the same model but allow each individual owner to participate in the "network" - Very similar to the leverage that the large buyers such as GTS, choker, etc and others do, however you make it a closed system and only those in the network reap the benifits of the traffic leverage.

This however is totally dependent on your "partners" knowing what the fuck they are doing. Otherwize it would be a useless endeavor with a ton of infighting if some are pulling much more weight than others... a headache in the making if you ask me.
