College graduates of what country?...Do they have command of the english language?
Sounds like outsourcing from a country where english is not the primary language.
I have tried that outsourcing type of service for both design, text writing and it was HUGE waste of money, time and effort. There was not one thing I was able to use other then the write off I'm going to get to claim on my taxes.
