well alright...
go to a third world country. find a family. tell the man in the family that you'll fly him over to the usa to kill someone and then he has to kill himself murder+suicide.. and if he does you will fly his entire family over to the usa and sponsor them to live here...
that or go to a country that does not cooperate with the USA and pay someone to come over here and kill them then fly back, so even if they find out who it is, (VERY UNLIKELY) they wouldn't be able to do anything anyways
