Actually it can hover...... at a greater alltitude where there is anough room between the aircraft and the surface for the air to refresh at the same rate or faster as the engine is sucking it up.
This pilot was hovering it to close and to long to the surface, the air between the aircraft and the surface got to hot so the engine starts to loose power.
Alot of harrriers got lost this way.
Let's just call it a design error, boeing was working on a military jet wich could hover but encountered the same problems, production was not started.
