Pretty much any computer can be used as a webserver.

Depends on what you want the webserver to do.

If you are just pushing straight html pages then you can go fairly low end and still get good performance.

If you are going to be running lots of cgi apps and database stuff then you want to go high end, the faster and more powerful the processor the better for that.
