I use
JPEG Optimizer to resize in kb or CompupicPro to resize by height/width. JPEG Optimizer lets you keep a big height/width, but takes the images way down in kb without looking crappy, so you can still give your surfers the BIG images they like
Also, Irfanveiw has a batch resize that is easy to use.
