The sites are popular with smaller programs because they're very cheap to produce compared to a large multi-model site with all exclusive content, and therefore are very low risk.
For $200 you can get an amateur 18 year old hottie (more often an average looking girl) that's working retail to stand there and look pretty for a day while someone snaps a few hundred photos of her, enough to start the site and make updates for a month or so.
For another $300 someone kicks out a cookie cutter site tour. Traffic gets thrown at it and if it doesn't convert well then it's on to the next one. Minimal investment and minimal risk.
Lightspeed doesn't follow that business model, and from what I've seen of getnaughtycash that guy looks to have his shit together as well. Tons of these little ccbill sites though seem to be following this example, but the big programs have enough sense to not waste their time on poorly conceived sites and instead wait for hot girls that convert with well designed sites.
