Take an equilizer with you and deal with him. I'm big, 6'4", 245 lbs, some fat but still carry quite a bit of muscle, and over 7 years trained in Thai boxing..... but I'm not foolish enough to think I'm the toughest baddest thing out there. I've seen plenty of guys I'd really rather not mess with in my time, but I'll tell you this..... if anyone touched my woman in the way you've described and got no help from the cops, I would go deal with that person.
If I had to take him down first with a two-by-plank to the side of the head so be it.
But again, that's just me.
Do you know anyone who would pay this guy a visit on your behalf and put the fear of God in him? That might be your next best alternative. I think you might be opening yourself up for a whole other world of hurt if you simply "fuck" with the guy and go after his reputation in his personal life. The authorities tend to side with the asshole in too many cases like this.
