There really isn't any clear cut answer that fits for all affiliates. Their are many factors to consider when choosing PPS or revshare.
As someone said earlier, most PPS programs sites are a network of content of which maybe 10-15% is of the niche the enduser signed up for in the first place. The rest is a mix of other niches and plenty of opportunities for the enduser to upsell within the niche of what they are looking for.
A solid revshare program will usually (should) have an abundance of content within the niche the enduser signed up for in addition to access other sites w that offers similiar content or content that compliments that same niche. There are upsells but typically not overbearing to the member.
I look at PPS programs as a program whose business model is based on processing and a revshare program whose business model is based on substance and retention.
My advice to you when determining either PPS or revshare, is look at the tours to start with and determine how well are they designed for marketing. The same goes for revshare but in addition for a revshare program, you need to access that sponsors members area and ask yourself, if the members area is worth the dollars and will it keep members month after month. There is a checklist I go thru for determining that.
One important factor to determine either type of program, is what does that program pay out on. IE; checks, dialer, phone etc...If it doesn't state that in their terms and condition, then ask the sponsor. If they don't say, stay away from them.
I have just skimmed the surface. My suggestion is to do your homework and what has worked best for me is to have a blend of programs. Right now my revenue comes from about 45% revshare and 55% PPS
