Kinda misunderstandable... sorry.. lemme explain what the point is.
Excluded Countries for cascades is so that I could say, offer Join by Credit Card to any surfer except anyone from china, just do not offer that option to them.
We have allowed countries already, but sometimes its easier to select 5 not allowed than 250 allowed ones ;)
This is only for cascades, ie join options, on the join form, or single billers IN a cascade. So you could say, bypass CCBill for anyone that is from an asian country but do go to epoch first and if they get denied to a dialer.
