The pay per day/month/whatever for submissions is ripe for abuse by less scrupulous TGP operators. It should be obvious it isn't possible for even a moderately well-known TGP not to be oversold long ago, unless it offers openings only from time to time.

You likely will find in a lot of TOS that they don't guarantee listing, but it's still bullsh*t to offer submit passes, knowing that you are going to be weeding out a percentage of your submissions every day, even if they do comply with your rules and are of a perfectly good standard.

It's reasonable to charge a nominal one-time fee because that is very effective at weeding out the cheats and worthless submitters, actually increasing the chances that most/all the remainder will be listed. But what with so many of the best spots going to paid listings, hosted galleries and the like (to say nothing of traffic quality that for various reasons is far worse than in the past), I wouldn't pay most TGP's even for a guaranteed listing, let alone only the right to submit.
