Indeed, it's been almost 1-1/2 years since the last reported industry case, yet the report you cite is designed to prompt further sanctions and government control over the industry.
Seriously, more unarmed people die from cops shooting them than from AIDS in the adult industry - yet you don't see the State legislature getting their panties in a bunch about that.
