Hmm...reading the article they are basically whining that even though they never volunteer before or set their church up as a shelter before, the Red Cross should have given them shelter status over the 65 other shelter that had already been approved and trained in the past.
And since this disaster, their church has been declared a possible shelter and they've undergone training, so next time they can be available. Seems it's their own fault for not volunteering to help out until the black community was impacted by a natural disaster.
