Did you call 911 or the ambulance company? If you called 911, then your story sounds like what should have happened.

A ladder truck was sent because it was the closest unit to you. If you are in Los Angeles, the ladder truck would have another fire engine with it called a "pump" which would explain having more than one unit there. They could have been wearing all of their gear for a couple of reasons. They could have just cleared a call, and still had their gear on. If it was night time, they would most likely have been wearing their turn out pants.
