Yup they are.
A fellow I know through people was drunk one night and ran into another car. He backed up, pulled away but wanted to see the commotion when the police arrived. So he drove around the block, slowed down in front of the accident and hit a lamp post. On top of the drunk driving charge, leaving the scene of an accident, he also had a quarter-bag in his jacket pocket.
I was DYING to find the newspaper story on that to send it in to Jay Leno, but never could.
