The fact that these people did not evacuate the old people in that facility when they are required to is absolutely criminal. It is NOT up to the city, It is up the the facility. It's part of the care that you are paying for in that kind of facility.
..and if they think they don't have enough facilities to do it, they could always call for help, and I think they did not do as well.
