If it were me, I'd just politely ask him why he is taking pics of my kids and see how he reacted, if it was shady in the least, then I'd worry. I have balls of steel though and don't care who I approach when it comes to my kids. BUT we can't just go assuming because someone with a camera is a pedo. I know in this day and age, that's what would first come to MY mind, but I'd have to suck it up and ask him, the last thing I'd ever ever want to do is drag some poor saps name thru the mud if he was just a photographer taking pics that he finds interesting.
Even if it is a child, some photographers specialize in that sort of thing and this doens't make them pedos, just makes them interested in the candidness they find in a child's face. I have a friend that is a photographer and some of his best pics are the candid ones, not the posed.. man, woman, child, still life, whatever.
So before you go making that guys life hell, PLEASE PLEASE just go knock on his door and calmly say something like "I noticed you taking pics of my little girl, and being the protective mom I am, I'd like to know why, if you don't mind".. and as a precaution, set the bat about a foot from you where he can't see it in case.. or take a friend with you. But making the guys life hell and alerting cops when it could have well been an innocent thing would ruin him for many years to come. I know you Kitty, and you'd never be able to live with yourself if you were the cause of that.
You CAN protect your baby AND show him the benefit of the doubt too, accusing someone of being a pedo is life ruining and can't be undone, so think about that.
