there is not law against taking pictures of someone in public - newspapers do it all the time. What is concerning and possible is to make a report about it so that it is on file for future reference should this be a pattern. Since you know hes in the building, then I would suggest going to your local police station to file a report giving your impressions. Likely that the police wont do a thing - but if you can at least get them to file a report stating that you feel your child is in danger they will make one.

Should this be a pattern of behaviour or it happens to someone else, they will gather the reports and use it to build a case in court that he has a history of such behaviour. If he is listed as a predator then he may be breaking his parole. Who knows.

DO NOT buy a bat or anything of that nature. No use going to jail for assault or worse and miss your kids birthday party.


MOST IMPORTANT: Teach your kids not to fear strangers but strange behaviour

you cant have them walking paranoid, and you also cant be there all the time.
