according to the video, their reasoning sounds like the dogs are hungry and so eventually they may turn on the humans and so it's more humane to shoot them.. but having read the article that's not the way they're supposed to euthanize them according to the law... so it is in effect animal cruelty whatever their motives.
You'd think in today's society they'd realise to do that kind of stuff the right way instead of creating more reason for a public outcry
