Rough answers:
1 - "javascript or any other script affect ranking"
Yes, but depending on what the script does. If the content is presented through JS ot SUX to optimise. Its doable but HARD. Usually people say Javascript is the only thing harder than Flash to do SEO work on

**** stuff it in a .js and robots that bish out

2 - "google still the best SE to target"
Yes - but also the hardest to get top placements
Optimize for google, and it will work on MSN as well

**** have to agree with jojojo yahoo and msn are better to focus on...if the google bish shows up, great, if not, no worries...

3 - "do frames affect the ranking of the pages they appear upon"
Yes - its VERY important to have configured the robot.txt correct, and its HARD to optimise.

**** frames = bad....like since Genesis of SEO...

4 - "when using multiple IPs does it matter if they are on the same DNS"
Not if you ask me, but it might in the future some say, but I dont trust it. therefore I would say, dont worry about it

**** the more the merrier...on diff class C's is gewddddd but really, in the early stages of building your network it's not a big deal...when you are 1000 domains +, you gotta have a setup or 3...
