Wrong. Many car dealers "wholesale" used cars at a flat fee per car they get and let the dealers worry with cleanup, maintenence, paint, and final price. You act as if salvaged cars are something new? I can guarantee you every decent wrecked / flooded car gets salvaged and the people buying them originally aren't the ones doing the selling to end customers.
