It's function is to work with city, state, and local first responders which seemed to disappear in NO. Next line is the national guard which the gov hesitated calling out for 24 hours, so just whom was FEMA supposed to work with? They had the supplies there.
Even the red cross had supplies there and were not allowed in.
The feds cannot just go charging into a state without the Gov's consent which she refused to give.

worst she's seen in 22 years on the job. She tells Scott Simon a major mistake was a failure to have boats, helicopters and other resources in place early enough.
