Why just the doctor. Why not the administrator of the mental hospital who runs the show, the case worker or oversaw the patient, the city councils that do not fund the hospitals enough, the state politicians who fought for more prison funding and less psychiatric funding, and lets not forget the tax payers who refuse to pass tax bills that assist in keeping room in such hospitals for such people.
