But you are incorrect with a fewq assumptions regarding the Mayor, or this disaster.
The ball was passed to Feds 2 days BEFORE KATRINA even hit. So you cant place blame on local or state.

And the president did not deploy troops until when, Sept 3?
The feds dropped the ball and no matter how much spin you put on it, you cannot change SIGNATURES that gave certain people the responsibility.
