I think the chances are slimmer than most people think. The birth control pill offers a hormone for the 3 weeks without a period and placebo for the other 7 days. The pill doesn't have long lasting affects (after a 24 hour period) which is why you're told to take it around the same time every day. I think if you have a very regular and calculable 28 day cycle, you can't get pregnant during your period... however, if it's not that stable the chances are higher.
This is all speculation, though.
