"Radio waves"?
Water molecules need an entirely different wavelength to be even remotely affected on a large scale. Turn on your microwave oven to see what I mean (it's tuned to affect water molecules).
Carl Sagan wrote a book that I honestly reccomend that you read: "The Demon-Haunted World: Science as a Candle in the Dark"
It's a great read for anyone.
