So agencies like the national guard aren't dispatched short of martial law in national emergencies?
I suppose you're going to say diverting 80% of the funds from the levies for the war efforts wasn't their fault either.
Honestly there's a lot of people at fault here but to excuse this administration of responsibility completly is just being silly.
