Regardless how it went down exactly I can't make it work where the majority of cops leaving contributes to a good thing.
Besides it was like 3 days before the guard started to appear.
It's a procedure that has been mobilized countless times effectively but failed this time around.
It's not like they said "Hey lets contribute to making this situation as bad as we can let it become"
