I get the feeling those who track and name these storms are trying to subliminally promote the old notion of "the big bad evil Russians are the worst hurricanes, while the smallest most un-threatening ones all bear western/american names."
You watch, the next cat-5 hurricane will be named something like "Igor" or "Valerie", "Alexiev", "Olga" (as in Russian Gymnast Olga Korbut), "Anya" or "Vladimir".

Hurricane names are chosen LONG before the storms are developed. There's no real basis in fact for naming them Russian names on purpose due to their strength. Check out
www.NOAA.gov for more details regarding the naming of hurricanes.
