NOTE: Just to let all you people know - all the top 15 countries (rated with the index of health, education, literacy etc) are decimal points away. Eg: .001 different between each of them...
You have to read the whole report to know what it really means. The UN released the report, and it's quite interesting, and it says how countries can improve their democracy. Of course being a "top rank" makes people feel all warm and fuzzy.
