Why would the feds refuse to offer the correct etiquette if that is all that was required? Lets say she is a fucktard. This type of disaster is not that unnormal. The scale is large but it happened in my state a few years ago. A 50-100k person city was totally flooded.
If the govenor is confused and unable to request help in the proper sequence doesn't the federal govt have an obligation to assist her in filling out the form??
Feds "we can not enter until you give us the password."
