THE LAST THING THAT YOU DO IN A SITUATION LIKE IN NO is to send a bunch of people to an area, with out the proper equipment, food, and a place to sleep, and store thier equipment. Did you expect them to swim thier patrol area? Get real. Doing what needs to be done in NO is a logistical nightmare right now. A lot of this takes time.
