New Orleans is a poor city -yes. It is also Democratically run by African-American Democrats.

Suggestion: Over 1 million tourists per month visit New Orleans. With proper planning by the city and a $5 Bed tax on each tourist the Mayor of New Orleans could have had a much better Disaster Plan for his residents."
