I had the same problem and the only solution was to put a letter "S" after http as follows:

https://www.ibill.com/

The usual http://www.ibill.com/ doesn't load for me for some reason but the above link does. It's the only way I've been able to access the Ibill site for about a month now. I can access their join pages but not any site pages.
