BISMARCK, N.D. - Sen. Kent Conrad was in this city pushing a bill that would put a 25 percent tax on Internet pornography sales and require visitors to the Web sites to prove they are adults.
A report released by a group of Democrats last month said the number of pornographic Web pages has grown 3,000 percent since 1998 and federal laws must be changed to keep children away from them.
The report, by the think tank Third Way, said 12- to 17-year-olds are the top consumers of Internet pornography, based on older studies that found adult Web sites make their money based mainly on how many visitors they attract.
"This sleazy, pernicious, vile industry is in your home if you have a computer," said Jim Kessler, Third Way's vice president for policy.
Kessler accompanied Conrad, D-N.D., in Bismarck on Thursday to announce a statewide task force to battle Internet pornography and violence in the media. The task force includes law enforcement, education officials and religious leaders.
"Something has run amok in society and we have a situation in which our kids are under assault," Conrad said. "We also know that there are predators who are after our kids. They are looking to exploit our children, and we as a community, need to know it and organize to fight back. That's what the task force is about and that's what this legislation is about."
