Considering that this disaster was predicted and predicatable, I would say that effective relief should have arrived as soon as the main storm had past, and Government provided evacuation support should have occured before the storm even hit.
Preventative measures (such as shoring up the old levees), should have been done well in advance of the storm. Even without that, the disaster response had ample time to be organized, staged, and implmented, without the loss of life and suffering that occured.
I am simply amazed that you are so delighted with the timely wonderful response to the disaster. Tell it to the people who have lost their worldly possessions, and those who have lost their loved ones.
