I'm not saying murder and rape can be excused, because that is probably done by people who were hard criminals before the hurricane.

But I can understand why this anger is released. So look at the big picture, not the individual.
How about this scenario:

An entire race of people, who come from mainly broken homes. Fathers laying pipe in anything that has a pussy. Kids being born, without a family structure. Mother's working two jobs, or otherwise out of the picture. Kids raising kids. The only role models are involved in crime. The entire community, points the finger at everyone else, instead of the cause of the problem.

Can you identify the root issue?

You want to know who are the victims? The women and the children... and society as a whole.

You are correct, the thug's actions you see are being commited by people who thrive in these situation (the absense of law). Will the witnesses speak? No. So the cycle will continue.

My fault? Nope. The communities fault? Yup. Until people are made to account for the actions, the cycle will never end.
