1. Because of the war on Iraq and Bush's tax cuts homeland security projects such as making a better levy system in NO had been pretty much cancelled. Had they had the proper system in place before hand, this wouldn't be the disaster it is.

4. The cabinet is just now returning from their vacation to pass laws for the relief while in Terri Schiavo's case they returned on a sunday night while on vacation to pass something immediately.

5. There was not enough reources on the ground to help counter some of the looting and violence immediately after.

6. There was no plan for the people who stayed after the storm even though they have known a huge storm was going to hit since friday.

I could really keep on going, the bottom line is there ARE plenty of things he could have done rather then being on vacation to insure his people, that he swore to protect, would have been protected.. instead he was fly-fishing and didn't see the need to cut his vacation short.
