That "beeping" you are hearing is morse code.
That is played every 10 minutes by FCC regulation.
You are listening to a repeater, which is a large antenna
which "repeats" the signals fed into it... it takes low power
handheld inputs and re-broadcast them on another frequency
called the output channel. Thats how its all done.
The morse code is the repeaters "call sign".
For example, my Ham Radio call sign is KE6VDW
the repeater would play that every 10 mins so the signal can
be identified.
