Posse Comitatus Act of 1878 forbids the use of the military in enforcing US laws
unless the Governor or President declares Marshall Law.

If the Governor declares marshall Law she completely turns 100% of the entire states
laws over to the Feds and it's never happened in the US since the 1800's before the southwest were even states.

The President will never declare Marshall Law just for 20,000 people in one city because it would also mean they take responsibility for all the other states as well.

It's a catch 22 for the Feds because they support the states in a supporting role
as defined in the FEMA act.

The limits on what FEMA can do taking the lead during disasters goes back to the 70's when the congress thought FEMA had too many powers not given to them by congress.
