His wife likely died because there weren't enough people / resources to send to the area [proactive isn't in the government's vocabulary] or get his wife to the hospital, and he's likely an expect sniper and could just kill anyone and everyone he wants to because the love of his life is gone now because of the lack of response / 0 proactiveness on the part of the government.
