So if it's not a civilized country it doesn't count? I've seen more guns in Canada owned "illegally" than I have in the U.S. Is Canada a civilized country to you?
Whether it's civilized or not, those shooting at helicopters are, without a doubt, have illegal firearms. There has been a growing movement in the United States to give citizens legal permits to own and carry firearms, to protect themselves, family, and property. I'll bet you whatever money you want, that those who have them legally, are not firing at helicopters.
