What he is saying, I think, is since guns are easy to get, those guns are now in houses ( or what's left of them} for anybody to grab ...

Now, if the same situation arrived here in Canada ( we had here a major ice storm that shutdown the whole province ) , looters could not get their hands on guns as easily because not many people have guns ...
