Who is "they" though? Surely not everyone of those people down there are being total idiots. From what is being reported it appears that a bunch of thugs with AK47s run certain areas (turf). This is the same as any other city except these idiots were flushed out of there normal slums and in with the general population. They have no social skills and belong in prison.
The bottom line is there is still people that need help. I hope they can weed them out from the gun toting idiots.
