Did these people fail to evacuate? Was the evacuation order mandated by law? Did they break the law early on by not evacuating?
Now, they are breaking the law again by looting?
What amount of personal responsibility do you think these people should bear?
When they disregard the law by refusing to evacuate, do they assume ANY responsibility for subsequent events?
