Only because people are told to "we need a shitty relationship" - it don't come out of thin air :-) Maybe if Bush never tried to kill off Chavez, he might not have any personal problem with the US admin - but Chavez took it personally (DUH?), but is still willing to help.
Saudi and Venez are both making efforts to help - they ain't so dumb as to get caught up in some silly hate syndrome. Anyone with common sense knows people will end up suffering and help is needed and that comes before other bs.
