Because they could afford to / lived in richer neighbourhoods likely ... or had boats parked in their driveways so they just launched from their house.. assuming their boat was still there.

The town / city I was in has 6% black population, and 80% of the pull-overs / stops are black people... nice crazy stat there that racial profile exists.. and this is in Canada.. except this town / city is a piece of crap conservative town which will slow it down... except it's corrupt enough that the rich people with old money will keep it alive...
